OneWeb was established in 2012. It is a global communications company. It plans to launch 648 low-Earth orbit satellites to build a high-speed and low-latency network connection through a low-orbit satellite Internet constellation. This launch is also the fourth launch of the OneWeb program, with the goal of having the ability to cover all areas above 50 degrees north latitude with network connectivity solutions by June 2021.

Similar to SpaceX's plan, after satellite Internet deployment is completed, OneWeb will enable user terminals supporting 3G, LTE, 5G and Wi-Fi coverage to provide global high-speed Internet access. The company hopes to expand its services to the United Kingdom, Alaska, Canada, Northern Europe, Greenland, Iceland, and the underserved northern regions of the Arctic by the end of the year, and to provide global services from 2022.
